THE STEPS INVOLVED IN A CDM ACTIVITY AS PER UNFCCC INCLUDE:

1. Preparation of a Project Concept Note (PCN) and Project design Document (PDD).
  • Preparation of Project Concept Note (PCN): A PCN document contains a brief description of the project activity, detailing the Green House Gas reduction envisaged by the project expressed in terms of CO2 reductions per year, and describe in brief, the suitability of the proposed project as a valid project under CDM.
  • Project Design Document (PDD): Project Design Document is a detailed document containing the description of the project based on the guidelines by the UNFCCC Executive Board (EB). This document contains:

The amount of emission reduction, obviously, depends upon the emissions that would have actually occurred without the project minus the emissions of the project. This hypothetical scenario is known as the Baseline of the project. The baseline could be estimated through reference to similar activities and technologies in the same or other countries, or to actual emissions prior to Project Implementation. The partners involved in the project could have an interest in Establishing a baseline with high emissions, which would yield a risk of spurious credits. Independent Third Party verification is meant to avoid this problem.

Additionality is briefly described in a PDD on the guidelines developed by the UNFCCC EB. A project is considered additional if it is not a likely course of action and thus different from the Baseline Scenario. Additionality is a key eligibility criterion in CDM projects. It implies, “You must do something that would not have done without the CDM”.

Monitoring and Verification (M&V) gives the details on the data to be collected so as to ensure that, during its projected life, the project will reduce emissions as set out in baseline study.

It also contains a brief description of the anticipated positive or negative impacts associated with that project activity. The measures proposed to overcome the negative impacts must also be included in the PDD.

The comments of stakeholders from various parties should also be described briefly.

2. Approval from the host country Designated National Authority (DNA)

This is another obligatory aspect to be included in a PDD. The CDM project is required to get approval by host country Designated National Authority (DNA), which is Ministry of Environment and Forests, India.

3. Validation of the project activity

Validation of a CDM project is needed to be carried out by an independent entity (Designated Operation Entity or DOE) that has been accredited by the UNFCCC-CDM EB.

4. Registration of the project by UNFCCC-EB

After getting approval from Indian DNA and submission of validation of report by DOEs, the project is registered as CDM project by UNFCCC-CDM EB.

In order to validate approved and registered, a CDM project must use a baseline and monitoring methodology (a set rules method, principles).

Baseline Methodology will let determine the baseline of the project.

Monitoring Methodology helps in determining monitoring parameter such as quality assurance, equipment to be used, in order to determine the data to calculated emission reduction.

Basically methodology is the method by which one carries out the CDM project. More than 100 methodologies are presently adopted by the UNFCCC. If by chance a project parameter has no approved methodology in the list of UNFCCC methodologies which suite suits his project then he can submit/put forward a new methodology to UNFCCC. If approved, the Meth Panel converts that into an approved methodology and adds to its list.

5. Monitoring and Verification of the project activity

After registration of the project activity, monitoring and verification of the CDM project are carried out by DOE.

6. Issuance of CERs by UNFCCC-CDM EB

After the submission of Monition & Verification report by DOEs, the UNFCCC-CDM EB issues the CER’s to the project owners.
